Abstract

Rapid urbanization, population growth, and economic expansion have increased the contribution of cities to global energy consumption and greenhouse gas emissions, reinforcing the need for accelerated improvements in energy efficiency and urban decarbonization. Simultaneously, the electrification of transportation, heating, cooling, and buildings, together with the expansion of distributed solar photovoltaic systems and energy storage, is transforming the structure and operation of urban power systems. This article examines the strategic role of electricity grids in enabling sustainable urban energy transitions, with particular emphasis on grid investment, modernization, digitalization, flexibility, and policy development. The article discusses how ageing and capacity-constrained networks may impede electrification, delay renewable-energy integration, and increase the risk of congestion, outages, and emissions. The analysis highlights the importance of reinforcing transmission and distribution infrastructure while deploying smart meters, advanced monitoring, automated control, energy storage, demand-response programmes, and intelligent electric-vehicle charging. It also emphasizes the need to align urban development with power-system planning and establish adaptive regulatory frameworks that encourage investment, innovation, consumer participation, and equitable access to reliable electricity. The article concludes that coordinated policy action and timely grid modernization are essential for developing flexible, resilient, and cost-effective urban power systems capable of supporting energy-efficiency objectives, accommodating emerging technologies, and advancing the transition towards inclusive, low-carbon, and climate-resilient cities.
